As the landscape of medical licensing continues to evolve, state advocacy remains essential in addressing scope of practice challenges and navigating additional licensing models (ALMs). This session will explore emerging pathways, examining the broader impact on physician practice and patient care. The session will begin with an overview of AOA's state advocacy priorities and recent legislative trends, followed by Dr. Shannon Scott's discussion on FSMB's guidance and Arizona-specific developments, and concluding with conversations on different state ALM legislation. The discussion will highlight key advocacy considerations, challenges, and strategies for affiliates and physicians navigating these issues, concluding with a brief Q&A.

Shannon Scott Headshot
Shannon C. Scott, DO, FACOFP

Shannon C. Scott, DO, FACOFP, is an accomplished osteopathic family physician who serves as an Assistant Dean and Clinical Professor at Midwestern University Arizona College of Osteopathic Medicine, as well as the Medical Director of the Midwestern University Multispecialty Clinic in Glendale, Arizona. She has an impressive educational background, including a degree in osteopathic medicine, postdoctoral training in family medicine, and an MBA. Dr. Scott is highly engaged in the osteopathic medical community, serving in leadership roles such as Past-President of the Arizona Osteopathic Medical Association and trustee on the American Osteopathic Association Board of Trustees. She has been recognized for her excellence, receiving accolades such as the 2024 Arizona College of Osteopathic Family Physicians AZ Chapter Osteopathic Family Physician of the Year and the 2023 Arizona Osteopathic Medical Association Outstanding Mentor Award. Additionally, Dr. Scott is actively involved in advocacy efforts, engaging in the AOA national DO Day on Capitol Hill and serving on the Governor of Arizona's State Telemedicine Advisory Committee.

Bre Schmidt, MPH, an experienced healthcare policy professional with a Master's in Global Healthcare Policy from George Washington University, currently serves as the Associate Director of State Government Affairs at the American Osteopathic Association (AOA). In this role, she is a crucial advocate for osteopathic physicians and their patients, conducting extensive research on healthcare policy issues across states and providing vital support to advocacy initiatives. Before joining AOA, she managed Science and Health Policy Initiatives at the International Society for Pharmacoeconomics and Outcomes Research. Throughout her extensive work history, she has engaged in tasks such as coordinating feedback from the FDA and international bodies, overseeing specialized focus group research, and effectively managing multiple projects concurrently. Ms. Schmidt's distinguished career also includes six years of service in the U.S. Army National Guard, highlighting her dedication to discipline, teamwork, and excellence. Her extensive experience and unwavering commitment to data-driven healthcare policy enhance her value to the AOA.
